FPS Environmental is a UK-based flood risk, drainage and civil engineering consultancy. For over a decade, we have worked across residential, commercial, infrastructure and public sector projects, supporting both planning and the investigation of existing sites.
From residential projects and drainage reviews on smaller sites through to climate change analysis on assets valued at over £1 billion.
We are often appointed on complex schemes where flood risk, drainage and wider engineering constraints need to be clearly understood and resolved. How we work
Forensic engineering grounded in real conditions
At FPS Environmental, our starting point is always the site.
We review available data and, where needed, carry out site visits, drainage reviews and investigations.
We look at how water moves, how systems perform and where constraints exist.
From there, we develop solutions that meet planning requirements and reflect what is happening on the ground.

Why may a Flood Risk Consultant be needed?
Flood Risk Consultants are specialists in understand flood risk and site constraints. They are often required to support planning applications with Flood Risk Assessments, and early instruction can identify site constraints, layout and support the drainage strategy, thus avoiding issues that could otherwise delay planning approval. Flood Risk Consultants can also be involved in Flood Surveys or forensically analysing flood risk with a Flood Investigation & Management Strategy.
What areas of the UK does FPS Environmental cover?
FPS Environmental works on projects across the UK. Many assessments can be undertaken using detailed mapping, flood modelling and engineering analysis, with site visits carried out where appropriate.
Do you work directly with architects and planning consultants?
Frequently. FPS Environmental coordinate levels, drainage and flood risk with the layout so planning conditions can be discharged and contractors have clear drawings to price and build from.
Do you visit sites for surveys or assessments?
When it adds value, yes. We carry out flood investigations, CCTV drainage reviews, support with infiltration testing and engineering reviews, alongside Flood Surveys, Expert Witness work, and Homebuyer Flood Risk Reports where a site visit is important. If a desktop review is sufficient, we will say so – or we may advise beginning with a desktop review prior to a site survey. In some instances, a site meeting can also be useful where multiple parties are involved, such as the client, architect etc.
Do you provide expert witness input?
Yes. FPS Environmental Ltd provide expert witness services, led by John Mattinson, with formal reports and clear technical evidence where disputes or insurance matters require independent input. This may be flood risk projects, or engineering. Often the role is a forensic engineering investigation to determine an informed expert opinion.
Can you help after a property has flooded?
Yes. FPS Environmental Ltd can investigate what happened and consider viability of mitigation measures. A standard Flood Survey is focused on Property Flood Resilience measures, but our work may also include drainage redesign, SuDS measures, Packaged Pump Stations that can be built and maintained, along with landscaping or flood walls. Our works involved undertaking a Civil Engineering Flood Review – Commercial Site, Leicestershire are a good example of our works following a flood, along with residential projects such as the PFR Survey and Drainage Design for Nottinghamshire Property.
Can you get involved before a planning application is submitted?
Yes. Early input avoids rework. We confirm what the council will expect, shape the drainage and flood risk management, and can help the rest of the design move forward.
Are you accredited?
Yes. FPS Environmental Ltd hold ISO 9001, ISO 14001 and ISO 45001 certification.
We are also SSIP accredited through CHAS and PQS, meaning our health and safety systems have already been independently assessed and recognised across UK procurement schemes. This allows us to be instructed quickly by many organisations without the need for duplicate pre-qualification checks.
