Gaining Planning Permission for a Home Extension in Flood Zone 3 London
Extending a home next to a river is one of the trickiest planning challenges a homeowner can face. When a property sits in Flood Zone 3, the local planning authority needs firm evidence that the development will be safe and will not increase flood risk to anyone else.
This case study explains how FPS Environmental helped a homeowner in Pinner, north-west London, secure planning permission for a substantial extension beside the River Pinn. We delivered a Flood Risk Assessment (FRA), a Drainage Strategy, and a Flood Compensation Scheme, and permission was granted with no conditions relating to flood risk or drainage.
It is a useful example for any homeowner, architect, or developer planning work on a site close to a watercourse.
The Project

The site is a two-storey detached dwelling on in Pinner, within the London Borough of Harrow. The River Pinn, a designated Main River, runs directly along the western boundary of the property.
The homeowner wanted to significantly improve and enlarge the house with:
- Single and two-storey side and rear extensions
- An attached garage replacing a detached garage and carport
- A rear dormer and external alterations
The proposals more than doubled the footprint of the house, which raised immediate questions about flood risk, floodplain storage, and surface water drainage.
The Challenge
The Environment Agency Flood Map for Planning places the site within Flood Zone 3, meaning the land has a 1 in 100 or greater annual chance of river flooding. The site also has recorded historic flooding, with two events (1977 and 1988) caused by the River Pinn exceeding its channel capacity.
Under the National Planning Policy Framework (NPPF), a dwelling is classed as a More Vulnerable use. Extending it in Flood Zone 3 meant the application had to be supported by a site-specific FRA and pass the Exception Test.
There were three technical hurdles to clear:
- Safety: demonstrating the extended home would be safe over its lifetime, including climate change allowances
- Floodplain storage: the larger footprint would displace flood water, which had to be compensated for on site
- Surface water: local soils are poorly draining clay, so soakaways were not viable and runoff needed managing another way
The Approach
Flood Risk Assessment
We obtained detailed EA Product 5 and 6 data from the River Pinn Modelling Study using 2D model nodes located across the property to establish design flood levels for a range of events, including climate change allowances for the development’s lifetime.
The FRA applied the Exception Test, set out design principles for the extension, and recommended flood resistance and resilience measures, safe management of flows through the site.
Flood Compensation Scheme

The extension increased the building footprint within the floodplain by 114.5m². Using the topographical survey and Civil 3D software, we modelled the volume of flood water this would displace in the design flood event: 36.7m³.
To offset this loss on a level-for-level, like-for-like basis, we designed a compensation scheme within the garden:
- Regrading 262.3m² of the rear garden, lowered by up to 0.4m at the eastern end
- Retaining a low point along the northern boundary so flood water can flow freely in and out of the garden
- Working the levels around existing mature shrubs to protect the established landscape
Drainage Strategy
With infiltration ruled out by the clay soils, we followed the drainage hierarchy to the next viable option: the property’s existing piped connection to the River Pinn.
The strategy attenuates runoff in open-graded granular sub-base beneath the new permeable driveway and rear patio, storing 13.3m³ in the 1 in 100 year plus 40% climate change event. Discharge to the river is restricted to 1.6 l/s, compared with an existing unrestricted rate of 8.5 l/s.
The Findings
The assessment showed the development could proceed safely and responsibly:
- The extension can remain at the existing floor level, with flood resistance and resilience measures protecting the home
- All displaced floodplain storage is fully compensated within the site, with no increase in flood risk to neighbours
- The drainage strategy delivers an 81% betterment in runoff rates over existing conditions in the 1 in 100 year event, even with climate change included
The Outcome
The London Borough of Harrow granted planning permission in July 2026. No conditions relating to flood risk or drainage were attached, and the FRA, Flood Compensation Strategy, and Drainage Strategy were all listed as approved documents.
For a More Vulnerable development in Flood Zone 3, next to a Main River with a history of flooding, this is a strong result. It reflects a technically robust submission that answered the planning authority’s questions before they were asked.
Benefits to the Client
- Planning certainty: a first-time approval with no flood or drainage conditions, avoiding costly delays and resubmissions
- No wasted design fees: flood and drainage constraints were fed into the architect’s design early, so the scheme did not need reworking
- A safer home: the property now has defined flood levels, resilience recommendations, and an early warning route through the EA Flood Warning Service
- Environmental betterment: runoff to the River Pinn is dramatically reduced, and the scheme sits alongside permeable surfacing, new tree planting, and biodiversity enhancements
Conclusion
Flood Zone 3 does not automatically mean no. With accurate flood modelling data, a properly quantified compensation scheme, and a drainage strategy that follows the hierarchy, even a large extension beside a Main River can gain planning permission cleanly.
