Essex sits at the heart of the Thames Estuary 2100 planning area. TE2100 is the Environment Agency’s 100-year strategy for managing tidal flood risk from Teddington to the North Sea, covering the entire Essex and north Kent coastline. Any development in the tidal Thames corridor south of Essex – from Tilbury and Grays through to Southend-on-Sea and Shoeburyness – must engage with TE2100 policy alongside the relevant borough or district SFRA. The South Essex Level 1 SFRA covers Basildon, Castle Point, Rochford, Southend-on-Sea and Thurrock.

The 1953 East Coast Tidal Surge, one of England’s worst peacetime flooding disasters, is the defining historical event for tidal flood risk across Essex and the Thames Estuary. A storm surge raised tide levels to 5.03m AOD at Southend – the highest ever recorded – overtopping existing defences and flooding large areas of the Essex coast. That event is the reference point for extreme tidal scenarios across the region and its consequences directly inform the flood modelling underpinning planning decisions today.

Flood Risk in Essex

Canvey Island is the most acute tidal flood risk planning environment in Essex. The island is an entirely defended flood cell, surrounded on all sides by tidal watercourses, with the entire built-up area within Flood Zone 3. The South Essex SFRA includes detailed breach modelling for Canvey Island that forms the mandatory evidence base for FRAs on the island. Development here must engage with this breach modelling directly – the standard flood zone map shows only defended extents and does not capture the residual risk from defence failure. Castle Point Borough Council requires FRAs for all development on Canvey Island regardless of scale.

Chelmsford Borough Council published Level 1 and Level 2 SFRAs in 2024, providing updated flood risk evidence for development sites across the borough including the River Chelmer corridor through the city centre and the Can and Wid tributaries. The River Blackwater affects development at Maldon and Witham. The River Colne creates fluvial risk at Colchester and the upper Colne valley. The River Crouch and River Roach create tidal and fluvial risk across Rochford and the coastal areas of south-east Essex.

Essex County Council acts as LLFA across the county, with Southend-on-Sea and Thurrock as unitary authority LLFAs with their own drainage requirements. Essex has over 12 district and borough councils each with their own SFRA. For planning applications in Essex, the correct SFRA must be identified for the specific district – there is no single county-wide SFRA that covers all sources of flood risk across Essex.

• Development in Flood Zone 2 or 3 along the Chelmer, Blackwater, Colne, Crouch, Roach or Stour
• Development requiring engagement with the Thames Estuary 2100 policy framework for the relevant tidal zone
• Development of 1 hectare or more in Flood Zone 1
• Development requiring a surface water drainage strategy under Essex County Council, Southend or Thurrock LLFA guidance
