In 2025, FPS Environmental was appointed by South Derbyshire District Council to prepare the Level 1 Strategic Flood Risk Assessment for the district. We authored the evidence base that planning decisions across South Derbyshire are now made against.

The SFRA 2025 introduced updated ordinary watercourse flood extent mapping that now applies as a planning constraint across the district. The NaFRA2 rollout from March 2025 has also changed flood zone designations across the Trent catchment. If your site was previously assessed as Flood Zone 1 and has not been reviewed since, it is worth confirming that position before you submit. The requirements may have changed.

Flood Risk in South Derbyshire and Derby

The River Trent forms the northern boundary of South Derbyshire, with significant Flood Zone 2 and 3 areas through Repton, Willington, Barrow upon Trent and Shardlow. The River Dove drains the western part of the district through Tutbury and Hatton before joining the Trent near Burton upon Trent. In Derby City, the River Derwent flows through the urban core, with its floodplain affecting Pride Park, Spondon, Chellaston and Allenton. These are all active development areas and flood risk is a standing planning consideration across all of them.

The South Derbyshire SFRA 2025 introduced ordinary watercourse flood extent mapping that goes beyond the standard EA Flood Map for Planning. For sites in affected settlements, including Melbourne, Ticknall, Barrow upon Trent and others, this mapping now forms part of the evidence base that planning applications must engage with. FRAs that only reference the standard flood zone map without addressing the OWFE data are likely to draw comments from South Derbyshire District Council’s planning team.

Surface water flooding is a significant and growing issue across Derby City. The city’s drainage infrastructure includes a large network of Victorian-era combined sewers, operated by Severn Trent Water, that is under increasing pressure from more intense rainfall events. Derby City Council requires all development to demonstrate how surface water runoff will be managed sustainably, and the revised NPPF has extended SuDS requirements to a wider range of application types than previously.

When Is a Flood Risk Assessment Required in South Derbyshire and Derby?

  • Development in Flood Zone 2 or 3 along the Trent, Dove, Derwent or any tributary
  • Sites identified in the South Derbyshire SFRA 2025 as having surface water or ordinary watercourse flood risk
  • Development of 1 hectare or more in Flood Zone 1
  • Development in Derby City requiring a surface water drainage strategy
  • Sites where the NaFRA2 mapping update since March 2025 may have changed the flood zone designation
  • Sequential Test or Exception Test evidence required for development in higher flood risk zones

Why FPS Environmental in South Derbyshire and Derby?

We prepared the South Derbyshire SFRA 2025. That means our team developed the flood risk evidence base, the ordinary watercourse flood extent mapping and the policy framework that now underpins planning decisions across the district. When we prepare an FRA for a South Derbyshire planning application, we are working from first-hand knowledge of the evidence, not an interpretation of someone else’s document.

Our Nottingham office covers the whole East Midlands and the South Derbyshire boundary is close. We can attend site quickly across Swadlincote, Derby, Melbourne, Repton, Willington and the surrounding area.
